Inclosia Solutions Opens New R&D Technology Center in Shanghai

State-of-the-Art Facility Enhances Service Capabilities and Quality for Key Markets in the Asia Pacific Region

Midland, MI - April 27, 2006

Inclosia™ Solutions, a business unit of The Dow Chemical Company, announces the opening of a new research & development (R&D) technology center in Shanghai, China. Complementing the existing capabilities of Inclosia's headquarters and global technology center in Midland, Michigan USA, the Shanghai facility will provide Inclosia customers and licensees with additional resources, including access to global technical service, program development, and the support of a dedicated design, engineering, and operations staff. This new technology center will be fully operational by August 2006 and will eventually become an integral part of the previously announced Dow R&D Center in Shanghai.

In addition to the investment in the new facility, and as part of Dow Chemical's commitment to supporting growth geographies, in particular Greater China, Inclosia's Global R&D Leader Mike Hus will also be relocating to Shanghai to manage the facility. The Shanghai Technology Center allows Inclosia to offer additional regional resources to its consumer electronics customer base in the region and to service new markets, including automotive, premium packaging and appliances.

The Shanghai Technology Center will serve as a base of operations for the China region, complementing the existing presence in Korea, Japan and Taiwan. For example, the Shanghai facility will feature a comprehensive Design Studio - similar to the one located in Midland, Michigan, USA - allowing customers to creatively analyze and choose materials best suited for their specific applications. In addition, the Shanghai location will have its own on-site testing facilities, ensuring the consistent quality of Inclosia products.

Finally, the Shanghai Technology Center will include a world-scale EXO™ Laminate production facility, enabling the prompt delivery of high quality laminate to new and existing Inclosia customers throughout the region.
